I got the mp3 from what is I presume Reverend Dan's website, although the domain was disparatedan.com, back in 2003 but that's long gone from the Internet now. As you worked out, it's a mashup of the Incredible Bongo Band's "Bongo Rock" with the cover of Nelly's "Hot in Here" by Tiga. I’m afraid I can’t shed a lot of light on the licence for “It’s getting bongo rock in herre”.
